The Introductory Institution

1. The official name of the political party is the Česká Pravice. Its abbreviation is ČP.
2. The residence of the party is Prague.

The Political Platform

1. The fundamental platform of the party is aimed to help creating up the Czech Republic into a democratic state based on the civil principles, to participate on the preparation and approving codes necessary for establishing the juristic state.
2. The platform cannot be at variance with The Declaration of the constitutive congress of The Preparation Committee, from 28th September, 1993. It is also a part of material used at the The Department of Home Affairs registration.

Programme's Objectives of the Party

1. To be the party for citizens, to whom this country's future is not indifferent. To those citizens who revere and feel own patriotic duty to cooperate on creating the juristic state, following the experience of advanced and prospering democracies.
2. To be the party, which does not tolerate any kind of ideologies or a state establishment, leading to the totalitarianism and repression of human rights.
3. To be the party, which pushes ahead the goal-directed social policy. To help only to people, who really need help. In these sustained cases, though, to administer relief and support in sufficicient extent.
4. To be the party, which restores cultural, social and the nation identity, which was violently affected by the fascist Germany and the consecutive progression till 1989.
5. To be the party, which supports efforts to intercept the inadequate inflation rate and to reach for the balanced budget. The artificial employment rate and procrastinating of bancrupts make the state's economical position considerably non-transparent. The economic growth can be reached only by the harmony of the main economical indicators: the budget, the inflation and the employment.
6. To be the party, which has the optimal political platform for our republic. In controlling of the economy, we will not permit enforcing personal ambitions of economists as well as politicians. We will care for the harmony of the market economy and the welfare of citizens. We will persist on the larger support of the Czech capital and the entry of the foreign capital only under lucid conditions. We want to withdraw the redundant authorities of officials, which slow the development of enterprising.
7. To be the party, which rouses out the patriotical-thinking citizens to responsibility for the further development of the Czech Republic while taking note of possible economic sacrifices, which may be turned into a benefit of this generation and the next too.
8. To be the party, which defends concerns of the citizens who support it.

The Membership

1. The membership in the party is voluntary. It is opened to the Czech Republic's citizens of age, who respect the platform and articles of the party and who are not members of any ohter party or movement.
2. The members of the party must be registered in The ČP's Bureau. The membership fee is voluntary.
3. The neccessary condition of accepting a member is subscribing an application, presenting a document of probity, i.e. an extract from the police records and a declaration on word of honour, that he never has wittingly acted contra interests of the Czech Republic.
4. The membership begins immediately after the approval of The Executive Committee.
5. The membership in the party does determine by:

5.1. not paying the membership fee till the date scheduled by The Executive Committee
5.2. an entry to another political party or movement
5.3. the loss of the competence to legal acts
5.4. the member's decease
5.5. the vitiation from the side of The Executive Committee
5.6. the resignation of the member

6. The control function in the party is abhorrent with a function in the government or in the parliament of the Czech Republic.
7. Rights and duties of the members

7.1. the member of the party has a right:

7.1.1. to participate on the conference of the The Area's Congress
7.1.2. to elect bodies of The Area's Committee and to be elected to all The Party's Bodies
7.1.3. to be informed of the accepted decisions, political, staff and other matters concernig the party
7.1.4. to secede from the party with no reason given

7.2. The member is obliged:

7.2.1. to work on accomplishing the aims of the party and putting through the party's platform
7.2.2. to respect the court rilungs and decisions of The Party's Bodies
7.2.3. to adhere the party's articles and to promote its fundamentals and purposes
7.2.4. to pay the membership fees right on time
7.2.5. to forthwith announce personal data changes to The Area's Committee, which are subjects of the member accounting
7.2.6. to warn of the negatives in the party's activity and to suggest their removals
7.2.7. to nominate proper candidates to all The Party's Bodies
7.2.8. to gather coffers for the party

The Party's Bodies

1. On the area level there are these party's bodies: The Area's Congress and The Area's Body Council. On the center level there are these party's bodies: The Executive Body, The Republic Council, The Supervisory Commission and The Arbitration Commission. The highest body is The Party's Congress.
2. On behalf of the party on area, central and republic level, the chairman or the vicechairman of the relevant organizational link is allowed to negotiate. (If it is a legal act, when a juristic form is required, the chairman (vicechairman) and other member of the respective level signs it. They also append a notation of the party's link they act for).

The Area's Committees

1. The assignment: they are the main elements of the party consisting at least of ten members
2. The structure: the members of The Area's Committee
3. The function: they choose and nominate the candidates to local and parliament elections
4. Rise and expiration of The Area's Committee:

4.1. The Area's Committee rises by a decree of The Area's Congress
4.2. The rise is being approved by The Executive Committee
4.3. The Area's Committee expires by a decree of The Area's Congress or by a decree of The Executive Committee

The Area's Congress

1. The assignment:

1.1. It is the highest party's body in the area
1.2. It assembles at least once a year by the chairman's request or by the request of at least one third of the members of The Area's Committee

2. The structure: members of The Area's Committee
3. The function:

3.1. It elects a chairman, vicechairman, treasurer and one representative for The Area's Body Council
3.2. It approves the nomination of the candidates for the communal elections
3.3. It approves the chairman's and the treasurer's report
3.4. It proposes candidates to the parliament elections
3.5. It selects the representative to The Republic Council according to the key given by The Executive Committee

The Area's Body Council

1. The assignment:

1.1. It is responsible for the party´s activity in the period between The Area's Congresses
1.2. It assembles at least once a month by request of the chairman or the minimum of one third of The Area's Committee's members

2. The structure: the chaiman of The Area's Committee, vicechairman, treasurer and in the minimum, one more member elected by the The Area's Congress
3. The function:

3.1. It coordinates the party´s activity in the area, arbitrates the party´s affairs in the period between The Area's Congresses
3.2. It conveys the suggestions of the candidates for the election parliamentaries proposed by the Area's Congresses to The Executive Committee

The Republic Council

1. The assignment:

1.1. It is an article which represents member's platform of the party
1.2. It assembles three months at latest after the elections of the members

2. The structure: it consists of the elected members of the Area's Committee
3. The function: it substitutes the member's platform of the party, it elects its chairman, vicechairmen and delegates for the ČP Party's Congress according to the key given by the Executive body
4. The chairman of the Republic Council:

4.1. is the representative of the member's platform of the party - he calls together the Republic Council
4.2. exhibits the annual register of the ČP Party's Congress

5. Vicechairmen of the Republic Council serve the same tasks in substitution of the chairman

The ČP Party's Congress

1. The assignment:

1.1. It is the highest body of the party
1.2. It gathers at least once a year on a prompt of the chairman, or at least one third of the members of the Republic Council

2. The structure:

2.1. The delecates with the casting voice: chairman of the party, vicechairmen of the party, members of the Executive Committee, delegates elected by the Republic Council according to the given key by the Executive Committee
2.2. The delecates with the advisory voice: members of the Advisory Committee, members of the Supervisory Commission, members of The Arbitration Commission
2.3. The guests

3. The function:

3.1. With the absolute majority of the elected delegates the ČP Party’s Congress:

3.1.1. elects members of the Executive Committee
3.1.2. elects members of the Supervisory Commission
3.1.3. elects members of the Arbitration Commission
3.1.4. approves the report of the chairman of the party and the chairman of the Republic Council
3.1.5. approves the report of the Supervisory Commission
3.1.6. takes due note of the report of the Arbitration Commission
3.1.7. approves the candidates to the election parliamentary

3.2. With the two-third majority of the elected delegates the ČP Party’s Congress:

3.2.1. approves articles and changes of the articles
3.2.2. decides about dissolving the party and about disposing of the property’s balance of the party, which emerges from the liquidation of property and liabilities

The Executive Committee

1. The assignment: it is the executive element of the party
2. The structure: a chairman, vicechairmen, members of the Executive Committee
3. The function:

3.1. It controls the activity of the party, it surveys fulfilling of the election platform and the abidance of the party’s articles
3.2. It elects a chairman and vicechairmen from the Executive Committee’s core
3.3. By the majority voting it approves enactments and dissolutions of the Area’s Bodies – it decides about listing of the candidates’ deed for the election parliamentary
3.4. By the majority voting it approves the selections of the Minor Committee
3.5. It approves the staff rule of the ČP’s Bureau and it establishes its leader
3.6. It approves the annual estimates of the ČP’s Bureau
3.7. Its duty is calling for resigning of the party’s member in the government or the parliament, if he affects the party’s articles or filling the party’s platform in a very rude way.
3.8. It approves the rise of membership in the party
3.9. It assembles at least once a week by request of the chairman or by request of one third of the Executive Committee’s members

4. The chairman of The Executive Committee:

4.1. is the highest representative and the speaker of the party, he presides at the ČP Party’s Congress and he takes the reponsibility for the functioning of the party between The ČP Party’s Congresses
4.2. summons the The Executive Committee and The ČP Party’s Congress
4.3. submits the annual report of The ČP Party’s Congress

5. Vicechairmen of the party: they perform the same tasks in substitution of the chairman
6. The members of the Executive Committee: they have a right to take part in the conference of the Republic Council, Area’s Body Council, Area’s Congress with an advisory voice
7. The Minor Committee:

7.1. It is the narrower body of the Executive Committee and it makes operative political decisions between the conferences of the Executive Committee; it informes the Executive Committee and takes the full reponsibility for the rendered decisions; it assembles while neccessary
7.2. The members of the Preparatory Committee have the right of participation with an advisory voice

The Advisory Committee

1. The structure: deputies, Cabinet Ministers, experts and the members of the Preparatory Committee
2. The function:

2.1. It provides information about fulfilling of the election platform for the Executive Committee and gives advice in the political work
2.2. It assembles in accordance with the requisite or the request of the Executive Committee
2.3. It participates on the ČP Party’s Congress with an advisory vote
2.4. It has a right to participate in the conference of the Executive Committee, The Republic Council, Area’s Congress and the Area’s Committee with an advisory vote

The ČP´s Bureau

1. The structure: the professional establishment of the party, the pre-condition is a membership in the ČP
2. Functions:

2.1. It coordinates the party´s work, imparts distortionless information from the Executive Committee to Area's Committees and from the Area's Committees back
2.2. It services the political representation
2.3. It provides economic, administrative and operative rear of the party
2.4. It establishes and interferes Area's Information Bureaus

3. The executive official of the bureau:

3.1. is liable to work and manages the Bureau
3.2. acts in the name of the party in property, economic and administrative relations according to „The Economy of the Political Parties Law“

4. The structure and contents of the ČP Bureau are appointed by the Organization Rule which is confirmed by the Executive Committee. The establishment serving the Bureau should not execute any control function in the party

The Supervisory Commission

1. The structure:

1.1. The members elected by the Party´s Congress
1.2. The members can be neither members of The Executive Committee nor party´s paid officials

2. Functions:

2.1. from its centre they vote for the chairman of The Supervisory Commission
2.2. It controls economic and administrative activities of all the organizational elements according to The Supervisory Commission´s Statute and it reports on its activities to The Party´s Congress

3. The Chairman of the Supervisory Commission:

3.1. accounts for the activities of The Supervisory Commission
3.2. at his work he acts up to The Supervisory Commission´s Statute

The Arbitration Commission

1. The structure:

1.1. The members elected by the Party´s Congress
1.2. The members can be neither members of The Executive Committee nor the party´s paid officials

2. Functions:

2.1. From its centre they vote for the chairman of the Arbitration Commission
2.2. Arbitrates in of appeal trials according to the Party Rules

3. The Chairman of the Arbitration Commission:

3.1. accounts for the activities of the Arbitration Commission
3.2. at his work he acts up to the ČP's Rules

The ČP´s Economy

1. The Česká Pravice, as an independent corporate body, is responsible for its liabilities by all its property. The Executive of the ČP's Bureau manages the party´s propetry, acting on the authority of the Party´s highest bodies according to the principles of the Organization Rules, according to the year´s budgets confirmed by the Executive Committee, monthly analysis of the economy and the approved proposals extra expenses.
2. The financing sources are:

2.1. membership fees
2.2. state election grants
2.3. state grants according to „The Political Party´s Law“
2.4. shares on an enterprise profit according to „The Political Party´s Law“
2.5. the supporters' contributions

The Area's Information Bureau

1. The personnel is a paid establishment of The ČP´s Bureau. Their activity is being directed by The ČP´s Bureau.

Concluding Regulations

1. All the Party´s controls and main elements must act up to the proper ratified rules of procedure
2. The component part of the rules is The Supervisory Commission's Statue and the declaration of the constitutional conference of the Party´s Preparatory committee from 28th September, 1993

Position, Agency and Dealing

1. The Supervisory Commission is a party's body. The chairman of the SC is entitled to act by its name. If it is an act, which requires a written form, the chairman and a member of the commission has a signature warrant.
2. Inspection of all organizational elements by the SC can be done:

2.1. by The Executive Committee's request
2.2. in virtue of a written instigation of a member or a Party's body
2.3. in cases of impendency delay without a requisition of The Executive Committee or without the written instigation, the chairman of The Supervisory Commission must withal inform the chairman of the party or the vicechairman, in whose competence the internal Party's affairs are

3. SC is decisionable when an absolute majority is present.
4. SC has to take up amendments of the organizational system made by the ČP's bureau and amendments of  the Party Rules. SC has to bring up to the ČP Party's Congress its own amendments of the organizational system in the ČP's bureau.
5. The chairman of the SC summons a meeting, unless there is determined a date of the conference in advance.
6. Before the elapsion of the election period The Executive Committee can call of a member of the SC.

The Rules of the Supervisory Operation

1. The supervision is done by a Supervisory group which at least consists of two members of the commission. The group is established and the schedule is determined by the chairman of the SC.
2. On the spot the Supervisory group takes down the minutes about the matter discovered amidst the supervision. An opportunity to pronouncement must be given to the responsible subjects and if they want, their position has to be stated in the protocol. The duplication of the protocol shall be rendered to the supervised party´s organization member.
3. During the supervision of a party´s body, the Supervisory group solicits for participation of the responsible subjects according to the alignment of the supervision. On requisition, the responsible subjects are obliged to participate in the supervision and to collaborate with the Supervisory group.
4. The Supervisory group hands over the protocol to the chairman of the SC. The SC discusses the outcome of the supervision on the next conference and it will make conclusions of the supervision with a suggestions of disposals. The decree of conclusion of the supervision is ratified, if an absolute majority of the present members of the commission agrees.
5. With no delay the chairman of the SC introduces the outcomes of the supervision and the conclusion of the SC to The Executive Committee.
6. The SC shall release the documented matter in the supervisory protocols and in the outcomes. If it is necessary to release even an undocumented matter, the matter must be incommutably marked.
7. The chairman of the SC archives and saves all the documents of the SC 's activities. A year after the execution of the supervision it is necessary to store the documentation in an archive according to the Archive rule of the ČP.
8. The commission has a right to obtain and to keep the needful material for its agency and to treat it. At the same time, the commission has to proceed conformable with generally accepted rules.
9. The members of SC cannot release the matter discovered during the supervisions and they are obliged to proceed so that the publication does not occure. The Executive Committee decides about its publication. The presumption of the supervision, done by independent subject following the agreement, is the provision of the conditions of unpublication of the discovered matter. However, the SC does not guarantee the information out-flow caused by an insufficient protection in the supervised party´s body.
10. If the supervisory is done by a subject in virtue of conventional relation, at least one member of the SC must take part in the supervision, established by the chairman of the SC.
11. The chairman of the SC devolves the supervisory conclusions to The Arbitration Commission's chairman by his request.

The Chairman of the SC

1. By an absolute majority of all the Commission's members the SC votes from its centre for the chaiman. The election is ballot and the votes are counted up in the view of the Commission.
2. By an absolute majority of all the Commission's members the chairman can be called off by a closed ballot before his innings has elapsed.
3. The chairman of the SC must notify the members of the SC and simultaneously The Executive Committee about every move he does in the name of the Commission.
4. The chairman is invariably elected on the first conference of the SC. The first conference assembles in three weeks at the latest after the members were elected.
